    <![CDATA[<strong>Author:</strong> <a href="http://forum.unhabitat.org/member_profile.asp?PF=1" rel="nofollow">admin</a><br /><strong>Subject:</strong> Welcome to the discussion<br /><strong>Posted:</strong> 31 May 2011 at 8:22am<br /><br />Welcome to this e-discussion, which will run until <strong>8 July 2011</strong>. <br /><br />The 2nd World Congress on Cities and Adaptation to Climate Change, held in Bonn on 3-5 June 2011, featured a panel discussion on <strong>“Resilience to climate change: national- and state-level legislation and local government response”</strong>. In that panel, presenters spoke on:<br /><br /><ul><li><em>The Philippines</em> – Climate Change Act (2009)</li><li><em>Mexico, State of Chiapas</em> – Law on Adapting to and Mitigating Climate Change (2010)</li><li><em>South Africa</em> – Green Paper on National Climate Change Response (2011), a major step in an ongoing consultative process to develop a National Climate Change policy.</li></ul><br /><br />More specifically presenters discussed the role that these laws anticipate for local authorities, any programmatic support provided to municipal officials to help them meet new demands, as well as any part that the local government sector played in helping to shape those laws.
